Which (kind of) account should make the subscription to MK/IO in the Azure Marketplace

I have a concern about which account should make the subscription to your service in the Azure Marketplace.

In my case, I have my own Azure Account, but my role is a developer, per this instruction  Migrate your Azure Media Services assets (mediakind.com)
Also ensure that you Connect your Azure storage account that contains the assets that you need to migrate. MK/IO will connect directly to this account, to index the existing files and create new access URLs for you to stream your content from. Assets will remain in your Azure storage account and part of your existing Azure subscription. Access to your assets, from MK/IO, can be easily managed by you, using the shared access signature that you create directly in Azure.
So, here are my questions:

1, Should I contact my administrator and request him to make a subscription to MK/IO?
2, If so, how could my account access your resources? Because the account that connects to MK/IO is not mine.
3, If (1) and (2) are both incorrect, please instruct me on how to proceed within this context (If I may repeat, my Azure account is a member role in my organization only).
